1.(U) PRM appreciates the clarifications provided by post in
refs C and D relating to in-country processing of refugees.
Acting A/S Witten has approved Embassy's request to expand
the Overseas Processing Entity (OPE) presence in Baghdad to a
total of twelve in-country OPE staff, an increase of four
caseworkers. This twelve person team would include the OPE
Iraq Manager, when needed. We have notified the OPE of this
decision and will work with them to identify individuals who
could be made available to fill the requested slots with
minimal delay. This decision was made possible by Embassy's
commitment of support for the program, including in
connection with housing, interpreters, and security, as
reflected in exchanges between PRM and EMBASSY Baghdad
(including Refs A-D).
2. (C) Department asks post to plan expeditiously with MNF-I
for a trip to the Al-Waleed refugee camp in the near future
and finalize plans for refugee processing operations to take
place at or near the camp to the greatest extent possible.
We look forward to receiving an update soon so we can
incorporate trip findings into our regional planning to
resettle larger numbers of Palestinian refugees from Iraq.
