1. This is an action cable.


2. Washington understands that as a result of informal
meetings, the JCG chair plans to issue a revised draft
contribution for the declaration for the OSCE Ministerial
Council meeting (text in para 4, below). Mission may join
consensus in the JCG on this text.


3. In a conversation here in Washington, the Georgian
embassy noted Tbilisi's concern that the reference to "the
existing draft package solution" was not clear and suggested
that Georgia may propose changing that to "the Parallel
Actions Package" or seeking an alternate clarification.
Mission may accept a simple reference to the Parallel Actions
Package, but should not/not allow the Package to be attached
to the JCG decision. We do not want the Parallel Actions
Package to be the subject of discussion in the JCG.


4. Text of JCG chair's draft revised contribution:
We are seriously concerned by the continuing stalemate over
the CFE regime which has a key role to play in strengthening
stability and co-operative security in Europe. We note the
ongoing suspension of the operation of the CFE Treaty by one
State Party, and we recognize the need for intensified
efforts to overcome the current impasse. While hoping that
full implementation of the Treaty will be resumed as soon as
possible, we encourage all States Parties to work together on
the basis of the existing draft package solution to create
conditions to enable the prompt entry into force of the
Adapted CFE Treaty and the restoration of the viability of
this landmark regime.
