1. (SBU) THIS IS AN ACTION REQUEST. In response to reftel
A, the Department authorizes Post to convey U.S. positions
below regarding suggested replacements for the current UN
Representative for Georgia, Johan Verbeke, notwithstanding
prior guidance in reftel B. A Department instruction with
additional guidance on final U.S. positions on the names in
paragraph 3 will be forthcoming.


2. (SBU) The U.S. strongly opposes the following possible
candidates to replace current UN Representative for
Georgia, Johan Verbeke:

-- Tim Guldimann (Switzerland)

-- David Harland (UN DPKO)


3. (SBU) The U.S. also believes the following candidates
would be inappropriate either due to concerns regarding the
geographic distribution of positions or prejudice by certain
parties:

-- Heidi Tagliavini (Switzerland)

-- Philippe LeFort (France)


4. (SBU) The U.S. is willing to consider the following names
(and open to other suggestions),but we require more time to
perform due diligence before developing final positions:

-- Matias Eorsi (Hungary)

-- Lamberto Zannier (Italy)

-- Jean Arnault (France)

-- Rosalind Marsden (UK)


5. (U) The Department would appreciate Post's feedback (and
that of the Quad) on the names in paragraph 3 and any other
suggestions that may arise. Please contact IO/UNP K.G.
