SUBJECT: MISSION CLEARANCE REQUEST FOR S/CT COORDINATOR
BENJAMIN AND DARCY ANDERSON TO PARTICIPATE IN ARRIA-STYLE
MEETING ON HUMAN RIGHTS AND COUNTERTERRORISM AND TO MEET
WITH COUNTERTERRORISM COMMITTEE (CTC) REPRESENTATIVES


1. (SBU) Department requests mission clearance for S/CT
Ambassador Daniel Benjamin and Acting Office Director for
Trans-regional Affairs Darcy Anderson to participate in
Arria-style meetings scheduled for November 30 on human
rights and counterterrorism and to hold meetings with the
Turkish Permanent Representative -- Ertugrul Apakan -- who
will assume in January 2010 the chairmanship of the
Counterterrorism Committee (CTC). They will also meet on
December 1 with Mike Smith, Executive Director of the CTC's
Counterterrorism Executive Directorate (CTED).


2. (U) Itinerary is as follows:
