1. (U) This cable responds to the action request in
reftel requesting human rights vetting for the candidate
nominated to attend training at Defense Language Institute.
2. (U) The Department of State has vetted the
individual listed in reftel and possesses no credible
derogatory information as of 11/16/2009. Post is
authorized to include the following individual in
USG-funded training:
NAME: ZAVRASHVILI GEORGE;
TITLE: 1ST Lieutenant;
ORGANIZATION: G2, 1ST Brigade, Ministry of Defense of Georgia;
COMMANDER: MAJ Alexandre Makhatadze;
DATE OF BIRTH: February 22, 1984;
SEX: Male;
PLACE OF BIRTH: Gurjaani, Georgia;
NATIONALITY: Georgian;
PASSPORT NUMBER: 06AD22121;
PASSPORT EXPIRATION DATE: March 29, 2017;
TYPE OF TRAINING: English language training, Lackland AFB,
San Antonio, TX; Military Intelligence Officer and Military
Intelligence courses, Intelligence School, Fort Hauchuca, AZ;
DATES OF TRAINING: DECEMBER 16, 2009 - DECEMBER 06, 2010.
3. (U) Post is permitted to provide the following
statement to authorized parties: Embassy verifies that the
Department of State possesses no credible information of
gross violations of human rights by the individual
identified above, as of 11/16/2009. Post may cite this
cable in response.
4. (U) Note that if Post subsequently becomes aware of
possible human rights violations by the individual
listed above, Post should inform the Department and not
proceed with training. Post should refer to the Leahy
Vetting guidance manual for additional assistance.
