DEVELOPMENT AND OF THE TWENTY-FOURTH

1. ACTION REQUEST

A. If the text of OP4bis and OP5 of the final
resolution remains as in REF, the Department authorizes USDEL
to join consensus, provided that the entire resolution text
does not change significantly from the wording contained in
REF to negatively affect vital U.S. interests.


B. If the text of the final resolution includes the
following revised OP5, replacing OP4bis and OP5 in REF, the
Department authorizes USDEL to join consensus, provided that
the remaining resolution text does not change significantly
from the wording contained in REF to negatively affect vital
U.S. interests, and to deliver the following EOP:

BEGIN REVISED TEXT OF OP5

Expresses deep concern that the world financial and economic
crisis, world food and energy crisis, and continuing food
insecurity, and climate change, as well as the lack of
results so far in the multilateral trade negotiations and a
loss of confidence in the economic system, have negative
implications for social development, in particular for the
achievement of poverty eradication, full and productive
employment and decent work for all, and social integration.

BEGIN EOP POINTS

--The United States is pleased to join consensus on this
resolution, but we regret that it does not strike a better
balance in its analysis of the relative impact of external
and internal factors on sustainable development.

--The international community has long recognized the
principle that the primary responsibility for social and
economic development rests with national governments.
Numerous UN resolutions, including this one, have
acknowledged it. External factors such as crises or oil
shocks can certainly affect countries' development, sometimes
positively, sometimes negatively. But in the long run a
national government's domestic policies matter more. Whether
these policies respond to the aspirations of ordinary
citizens, provide them opportunities, and address their
needs, can haev a decisive impact on a country's prospects
for achieving sustainable social and economic development.

--We hope that next year's resolution will deal with these
complex issues in a more balanced manner.
