1.(U) 1. The Department instructs USDEL to co-sponsor, and
to join consensus or vote YES if there is a vote, on the
resolution entitled "Assistance to Refugees, Returnees, and
Displaced Persons in Africa", provided that the resolution
text does not change significantly from the wording contained
in REF to negatively affect vital U.S interests.
