SUBJECT: INSTRUCTION: UNGA THIRD COMMITTEE RESOLUTION:
UNIVERSAL SELF-DETERMINATION
REF: NOVEMBER 10 2009 UNGA 3C DRAFT RESOLUTION
1.(U) The Department instructs USDEL to join
consensus on the resolution entitled "Universal
realization of the right of peoples to
self-determination" provided that the resolution text
does not change significantly from the wording contained
in REF in ways that would negatively affect vital U.S.
interests.
2. (U) Mission is also instructed to convey an Explanation
of Position EOP) based upon the following text:
"The United States Considers the Right of
Self-Determination of peoples to be important and
therefore joins consensus because of the importance of
this topic. We note, however, as stated by other
delegations, that it contains many mis-statements of
international law and is inconsistent with current
practice."
