1. The Department authorizes USDel to join consensus on the
resolution entitled, "Support by the United Nations system of
the efforts of Governments to promote and consolidate new or
restored democracies" provided that the text does not change
from the version provided in REF to negatively affect vital
U.S. interests, and that the Secretariat can confirm that
there are no PBIs associated with the text.
