(U) This is an Action Request. See paragraph 4. ¶2. (U) The Department's Office of Defense Trade Controls Compliance (PM/DTCC) requests Post's assistance in conducting a post-shipment check on licenses 050177781 for the export of firearms to Belize. Post is requested to complete this Blue Lantern check within 45 days. Lack of response to a Blue Lantern check will affect pending and future licenses involving parties to this license. ¶3. (SBU) Reason for Request: Victor L. Bryant submitted a Belizean export certificate with the supporting documentation for 2007 export license application, implying that the company intended to re-export the defense articles without proper authorization from the Department. When asked by Post to produce the documentation submitted for that license application, the company claimed it did not have copies of the paperwork (REFTEL). In a license application submitted in August 2009, Victor L . Bryant submitted a Belizean export certificate with the word "export" crossed out and replaced by the handwritten word "import" (NOTE: That license was not/not approved). This check is to verify the authenticity of the import certificate provided for license 050177781 and to verify that the ultimate end-users of these firearms are within the borders of Belize. ¶4. (U) Action Request: Post is requested to make inquires to the import authority of Belize to determine if the import certificate for this license is authentic. Post is also requested to review Victor L. Bryant's records to verify that these firearms were sold to customers in Belize. Finally, Post is requested to make inquiries with appropriate law enforcement officials to establish the bona fides of Victor ¶L. Bryant. The following points are included for guidance: (To Victor L. Bryant) --What are you annual sales of U.S.-origin firearms and ammunition? --Do you sell firearms or ammunition to customers that reside outside Belize? --Please provide documentation for all sales of these firearms, including the name and addresses for the ultimate end-users. --Are you familiar with the regulations governing the import of U.S.-origin defense articles, including restrictions on re-transfer or re-export? cement Authorities) --Is Victor L. Bryant properly authorized to import and sell firearms and ammunition in Belize? --Did the Ministry of Home Affairs issue an Import Certificate to Victor L. Bryant on 27 May 2009 for ten (10) 9mm pistols, five (5) .380 caliber pistols, and five (5) .38 special revolvers? If so, please provide a copy. --Did the Ministry of National Security & Immigration issue an Export (or Import) Certificate to Victor L. Bryant on 27 May 2009 for several thousand rounds of ammunition? If so, please provide a copy. --Do you have any information on Victor L. Bryant that would question their reliability as a recipient of U.S. defense articles? In its reply, Post may also comment on any other information pertinent to these transactions such as security of facilities, end-use, and concerns about the entities involved. ¶5.
