1. The Department authorizes USDEL to cosponsor and vote
"yes" if there is a vote on the resolution entitled
"Declaration on the Right and Responsibility of Individuals,
Groups and Organs of Society to Promote and Protect
Universally Recognized Human Rights and Fundamental Freedoms"
provided that the resolution text does not change from the
wording contained in REF. Department requests any
substantive changes from version contained in REF be
immediately notified to Department, which will provide
further instructions as needed.
