1. (U) This is an action message.
2. (U) With regard to the brackets remaining in
MC.DD/4/09/Rev. 1, operative paragraph 2, tick 5, the U.S.
prefers the phrase "Take concrete steps." If necessary to
achieve consensus, USDEL may accept the original text
("Explore possible actions").
3. (U) Once the text of the Draft Decision on Small Arms
and Light Weapons and Stockpiles of Conventional Ammunition
is resolved, USDEL is authorized to join consensus on the FSC
draft decision (FSC.DD/10/09) to forward MC.DD/4/09/Rev. 1 to
the Ministerial Council.
