Negotiations between the Untied States and the Russian Federation are in-progress on the development of a treaty to follow-on after the START Treaty expires December 5, 2009. Presidents Obama and Medvedev said the next treaty must be ready when the current START Treaty expires. The Presidents signed a Joint Understanding in Moscow at the July 2009 summit that contained the basic framework of elements to be included in the follow-on treaty. Negotiations started June 2009 in Geneva, Switzerland, and will continue until a follow-on treaty is completed. ¶2. On June 4, 2009, the Permanent Mission of the United States in Geneva received a Note Verbole from the Swiss Federal Department of Foreign Affairs (DFAE) which states that the DFAE determines the START Follow-On Treaty negotiation delegations of both the United States of America and the Russian Federation as a special mission in accordance with Article 2(1)(g) of the Host State Act of June 22, 2007. The Note Verbole requested the Permanent Mission of the United States provide the names and positions of the permanent members of the delegation so an appropriate Swiss Legitimation Card could be issued to each permanent member. A copy of the Note Verbole with translation was given to the U.S. Mission Geneva's Human Resources (HR) Office for action. ¶3. Refs A, B and C provide initial and supplemental lists of START Follow-On Delegation Members with subsequent action/submission to DFAE by U.S. Mission Geneva HR for accreditation purpose. U.S. Mission Geneva HRO, Ellen Flanagan and her staff, are commended on the expeditious accommodation of processing the individual applications, general oversight and help given throughout this tedious procedure. In a review of delegates given the Mission in the referenced cables, Washington has noted discrepancies in their lists; request U.S. Mission Geneva HR submit the names of individuals in paragraph 4, with their specified title, to the DFAE for accreditation and delete two previously named delegates listed in paragraph 5. NOTE: Applications for the two individuals for deletion have not/not been submitted to Mission HR for processing. END NOTE. ¶4. Begin list of addition delegation members.
