(S) Additional Guidance on Mobile ICBMS and their launchers: In addition to the approach provided in Ref A guidance, Delegation is authorized to table the following additional elements of a U.S. approach to monitoring of mobile missiles in the SFO treaty: -- Elimination Procedures: Delegation is authorized to agree to the following: -- Mobile ICBMs may be eliminated by eliminating all three stages using destructive procedures that preclude their use as the stage of a missile. -- Mobile ICBM launch canisters would have to be eliminated by using either of the procedures provided for below: (a) The launch canister shall remain indefinitely in the open and visible to national technical means of verification at the elimination facility; or (b) The body of the launch canister shall be crushed, flattened, cut into two equal pieces at a location that is not an assembly joint or destroyed by explosion. -- Mobile ICBM launchers would be eliminated by: cutting off the end 0.78 meters of the launcher; cutting off the mountings for the stabilizing jacks; and cutting off the mounting for the erector launcher mechanism. Once cut, the remaining launcher chassis could be used for purposes not inconsistent with the treaty. -- The other party would have the right to observe the final elimination procedure for all three stages of a mobile ICBM, a mobile ICBM launch canister, and a mobile ICBM launcher to confirm that the elimination procedures have been completed. -- In addition, Delegation should add to the U.S.-proposed text on eliminations a provision that the elimination process for non-mobile ICBMs and all SLBMs shall render them inoperable, precluding their use for their original purpose, using procedures determined at the discretion of the possessing Party. -- Unique Identifiers: Delegation is authorized to propose that, in addition to the requirement to exchange unique identifiers for mobile ICBMs, the United States could agree, as a matter of reciprocity, to a requirement to exchange unique identifiers (which would be the existing aircraft tail numbers) for heavy bombers. Specifically, aircraft tail numbers could be provided as part of the MOU data for each heavy bomber base, and could be included in the movement notifications for deployed heavy bombers. End Guidance.
