1. (SBU) The junta leader released a note through the
Guinean Foreign Ministry to the Economic Community of
West African States (ECOWAS) and the African Union (AU).
In the message, Dadis refused to renounce in writing
that he would run for president in 2010. Dadis noted he
will discuss the issue with Burkina Faso President
Compaor in coming weeks, effectively postponing

2. (SBU) ECOWAS President Chambas affirmed the next
step is for Compaor to visit Guinea or host the parties
in Ouagadougou. Chambas predicted the AU Peace and
Security Committee will support ECOWAS's October 17
Communiqu recommendation to place weapons sanctions on

3. (SBU) There are rumors of threats to the Chinese
Ambassador after media reports highlighted an alleged $7
billion Chinese investment in Guinea's mining sector.

4. (SBU) No demonstrations have been announced in
Conakry. The operational status of the U.S. and other
foreign missions has not changed since last reports.

5. (SBU) The DAO Operations Coordinator departed
country October 17. The acting DCM and economic officer
are scheduled to depart October 18 for Paris. The
acting Peace Corps Country Director will remain in
Conakry for one week to close administrative affairs.
