This is an Action Request. See paragraphs 2-4. ¶2. The Department's Office of Defense Trade Controls Compliance (PM/DTCC) requests Post's assistance in conducting a check on Airod Sdn Bhd (Airod) related to the temporary re-export of International Traffic in Arms (ITAR)-controlled aircraft parts from Malaysia to the United Kingdom. Post is requested to complete this Blue Lantern inquiry within 45 days. Lack of response to a Blue Lantern inquiry will affect pending and future licenses involving parties to this transaction. ¶3. Reason for request: The Department received a General Correspondence authorization request (GC 1790-09) from AMETEK AEM Limited (AMETEK) of the United Kingdom for the return and re-export to Airod of aircraft parts that were transferred to AMETEK by Airod for repair purposes. No authorization request for the initial transfer of the parts from Airod to AMETEK could be located, as required per Part 123.9(c) of the ITAR. ¶4. ACTION: The Department requests that Post contact Airod officials in order to obtain the details surrounding the re-export of the aircraft parts from Malaysia to the UK. Post is also requested to remind Airod officials of the restrictions on United States Munitions List (USML) items, especially the prohibition against unauthorized re-transfer and re-export. The following points are included for guidance: --Would Airod please confirm if it exported aircraft parts to AMETEK in the UK? --From where and from whom did Airod originally obtain the subject aircraft parts? Under what export license(s) were the parts originally provided to Airod? --Did Airod submit a re-export authorization request to the Department of State, Directorate Defense Trade Controls? --Would Airod please confirm if it has re-exported (both permanently and/or temporarily) any other USML hardware? --Does Airod understand the restrictions on USML items, especially the prohibition against unauthorized re-transfer and re-export? Is Airod aware that this rule applies to temporary re-exports, in addition to permanent exports? END ACTION. ¶5.
