MORE ASSISTANCE COMING FOR INDONESIA

1. (SBU) The United Nations is readying a Flash Appeal
for donations, as soon as it completes a needs
assessment. (MGEAP1/Embassy Jakarta telcon)
2. (SBU) A Humanitarian Assistance Rapid Response Team
(HARRT) field hospital, sent by the U.S. Pacific
Command, arrived at Padang's airport. An OFDA shipment
of 45 metric tons of emergency relief commodities is en
route. (MGEAP1/Embassy Jakarta telcon)
3. (SBU) The USNS Richard E. Byrd is expected to
arrive at Padang October 8, and the USS Denver and USS
McCampbell October 9. The ships will provide helicopter
and heavy lift capabilities. (MGEAP1/Embassy Jakarta

4. (U) Landslides have made access to greater Padang
nearly impossible. Electricity has been restored to
approximately 20 percent of the affected area, and 65
percent of the mobile phone network has been restored.

5. (U) EMBASSY Manila reports now-Tropical Storm Parma
may linger off the northern Luzon coast upwards of a
week. Meteorologists caution that the storm may
interact with Typhoon Melor and could again hit Manila
and other parts of Luzon with heavy rains. (Manila

6. (SBU) Additional U.S. Marines and equipment doubled
the scale of DoD relief efforts, extending outside
greater Manila to include Talim Island. (Manila 2112)

7. (U) In Samoa, the initial stage of rescue,
recovery, and medical triage appears to have ended. The
Samoan Disaster Action Committee has been inundated with

8. (SBU) Delegate Faleomavaega requested DOS
assistance in obtaining military air support to
transport emergency relief donations to Samoa and Tonga.

assist Tonga, but the government has not confirmed it is
