END-USE CHECK ON LICENSE 050190294
1. This is an Action Request. See paragraph 4.
2. The Department's Office of Defense Trade Controls
Compliance (PM/DTCC) requests Post's assistance in conducting
a pre-shipment/post-license check on license 050190294 for
the export of ballistic plates to Mexico. Post is requested
to complete this Blue Lantern check within 30 days. Lack of
response to a Blue Lantern check will affect pending and
future licenses involving parties to this license.
3. Reason for Request: The only documentation from the
government end-user of these ballistic plates is a letter of
intent. This request is for post to verify that the order
for these plates is legitimate and to establish the bona
fides of the foreign consignee, ESMA del Sureste.
4. Action Request: Post is requested to establish the bona
fides of this transaction and foreign consignee ESMA del
Sureste by making inquiries to representatives of the company
and appropriate authorities of the Government of Mexico. The
following points are included for guidance:

principals?
--What products and services does your company provide? Who
are your regular customers and where do they reside?
--What is your role in this transaction? What fees or
commissions will you receive for your services?

storing and transferring these items to the ultimate end-user.
--Are you familiar with the regulations governing the import
and brokering of U.S.-origin defense articles, including
restrictions on re-transfer or re-export?

the letter of intent still valid?
--For what will these plates be used? Please describe your
