1. This is an Action Request. See paragraph 4.
2. The Department's Office of Defense Trade Controls
Compliance (PM/DTCC) requests Post's assistance in conducting
a pre-license check on license 050191885 for the export of
pistols to Burkina Faso. Post is requested to complete this
Blue Lantern check within 30 days. Lack of response to a
Blue Lantern check will affect pending and future licenses
involving parties to this license.
3. Reason for Request: The end-user has never been party to
an export license nor has it ever been subject to a Blue
Lantern check. Also, the Economic Community of West African
States (ECOWAS) is under a moratorium on the importation,
exportation, and manufacture of firearms. This import falls
under an ECOWAS exemption. This request is for Post to
establish the bona fides of this transaction and end-user.
4. Action Request: Post is requested to establish the bona
fides of this transaction and end-user Etaf Armabel by making
inquiries to representatives of the company and appropriate
authorities of the Government of Burkina Faso. The following
points are included for guidance:

principals?
--What products and services does your company provide? Who
are your regular customers and where do they reside?
--What are your annual sales of U.S.-origin firearms?
--How many firearms have you imported under ECOWAS Exemption

--For what will these firearms be used in Burkina Faso?
--Do you sell firearms to customers that reside outside
Burkina Faso?
--Are you familiar with the regulations governing the import
of U.S.-origin defense articles, including restrictions on
re-transfer or re-export?

Authorities)
--Is Etaf Armabel properly authorized to import and sell
defense articles in Burkina Faso?
--Can you confirm this import authorization as authentic?
--Does this import by Etaf Armabel fall under ECOWAS
Exemption No. 006/09 issued on 26 March 2009? How many
firearms have been imported under this exemption to date?
--Do you have any information on Etaf Armabel that would
question their reliability as a recipient of U.S. defense
articles?
