This is an Action Request. See paragraph 4. ¶2. The Department's Office of Defense Trade Controls Compliance (PM/DTCC) requests Post's assistance in conducting a post-shipment check on licenses 050140260 and 050146711 for the export of firearms to Mexico. Post is requested to complete this Blue Lantern check within 45 days. Lack of response to a Blue Lantern check will affect pending and future licenses involving parties to this license. ¶3. Reason for Request: The end-users listed on these licenses are the Secretaria de Marina (050140260) and Secretariat of National Defense (050146711). However, in the case of 050146711, the stated purpose indicates that the firearms will be further distributed to State governments within Mexico. This request is to confirm that the proper government end-users have received the firearms listed below and that the firearms remain in their sole custody. PM/DTCC has provided some ofthe serial numbers for these licenses via REFTEL for spot-checking purposes. ¶4. Action Request: Post is requested to verify that the rifles listed below were received by the appropriate government end-users in Mexico. Post is also requested to determine what specific agencies will receive these firearms and in what quantity (NOTE: The stated purpose for license 050146711 lists the ultimate end-users as the State Governments of Sinaloa, San Luis Potosi, Oaxaca, and Michoacan). Finally, Post is requested to obtain inventory documentation that confirms all firearms remain in the custody of the respective government agencies. Post can use the serial numbers provided via REFTEL to spot-check if necessary. In its reply, Post is encouraged to comment on any information pertinent to this transaction such as security of facilities, end-use, and concerns about the entities involved. ¶5.
