B. Inventory System: Post maintains EUM cables listing donated
material and its status.
C. Staff Member Responsibilities: Rule of Law Specialist,
Radostina Mihalkova, completes end use reporting audits, along with
PolOff.
D. Counterpart Agencies
The recipients of the INL donated equipment are three units of the
Ministry of Interior (MOI) - the National Forensics Institute (NFI),
the National Psychology Institute and the Directorate for Combating
Organized and Serious Crime (BOP) - and the Probation Service within
the Ministry of Justice (MOJ). The equipment was donated between
2000-2006 and Post does not have receipts on file for its delivery.
Post received reports and discussed the status of INL equipment with
host government officials. Post conducted an on-site inspection of
the most valuable INL donated equipment located at the National
Forensics Institute (per ref.) The staff was cooperative and
assisted fully in the inspection process.
Computer equipment at the Ministry of Justice

The second hand equipment was donated to the Probation Service in
2005. Although still operational, it is significantly outdated and
therefore retired from Post's inventory. The equipment includes:

The majority of the computer equipment was donated in 2001 and all
equipment is in use beyond the anticipated useful life. Post is
retiring the following equipment from its inventory list:

12. IBM NetVista (6269-M2G) PC (7)
13. HP LaserJet 4050N printer (3)
14. 3M multimedia projector (1)
15. 3M tripod projection screen (1)
Laboratory Equipment at the NFI
--------------
16. Electronic Balances Mettler(2)
These second hand devices were donated to the Institute in 2006.
Post is retiring this equipment from its inventory list. The
devices are in working order, beyond their expected useful life, and
are in use at the Institute's regional laboratories in Montana and
Haskovo.
17. Polarizing Microscope (1)
The second-hand microscope from the 1970s was donated to the NFI in
2007, without an adaptor and lenses. After the NFI provided it with
an adaptor and extra lenses, it became operational and was sent to
the regional laboratory in Pernik. Post is retiring this equipment
from its inventory list.
18. Video Spectral Comparator VSC1 (1)
This second hand unit was donated to the Institute in 2004. After
being replaced by the VSC5000 (See item 23),the VSC1 was
transferred to the NFI's regional laboratory in Plovdiv, where it is
occasionally used. Post is retiring it from its inventory list.
19. Gas Chromatograph (1)
The second-hand GC was donated to the NFI in 2005 and later
installed in 2006. Post is retiring this equipment from its
inventory list.
20. Electronic Balances Sartorius (8)
The balances were purchased and donated in 2006 and are in good
working order and are in use. Four of the balances are in use at the
NFI's headquarters, two in its Drugs Analyses division, one in the
Physical/Chemical Analyses division and one in the
Biology/Toxicology Analyses division. The other four balances were
moved to the Institute's regional branches in Sliven, Targovishte,
Pernik and Smolyan.
21. Gas Chromatograph/Mass Spectrometer (GCMS) (1)
The GCMS was purchased in 2004 and is in good working order and is
in use.
22. Backup power source for GCMS (1)
This device was purchased in 2004 and is in good working order and
is in use.
23. Video Spectral Comparator model VSC5000 (1)
This unit was donated to the NFI in 2005. It is in working order
and is used in the NFI's operations related to document
identification.
Equipment at the MoI Psychology Institute
--------------
24. LX4000 Polygraph Machine
This device was purchased and donated in 2005 and is operational.
E. On-site inspections
Post completed one on-site inspection at the NFI on January 29,
2009. Post reviewed 30 items, which account for 54 percent of the
donated INL equipment.
F. Problems.
None.
G. Impact
The laboratory equipment donated to the NFI is useful for analyzing
the evidence collected during investigations. On the basis of the
analyses, the NFI provides the prosecution service with expert
opinions used during trials. The portability of the polygraph
machine donated to the MOI Psychology Institute allows it to be used
in criminal investigations across the country.
