1. (C) Per reftel instructions, we delivered demarche talking
points to Anna Ruski, State Expert at UN and Global Affairs
Directorate on October 27. Ruski commented that Bulgaria was
in the process of reaching agreements with two of the
candidate countries, in order to ensure mutual support for
candidacies, but would not reveal which ones. She promised
to be in contact with post when their voting decisions were
made. On November 5, Ruski notified post that Bulgaria will
vote for Amcit Lucretia Myers at the UNGA ICSC election on
November 6.
