1. (S) Per reftel instructions, we delivered talking points
to the head of the Internationally Controlled Trade and
Security Directorate, Ivelina Bahchevanova, on November 3,
2009. The same day, the Bulgarian Export Trade Commission
convened and agreed to deny authorization to transfer 60
anti-helicopter mines and 20 remote control units by the
company, Institute of Metal Science, officially designated
for end-use by Yemen, but suspected to be destined for
end-use by Syria. Bahchevanova thanked us for our input and
reiterated the Export Trade Commission's commitment to
working with the USG and Embassy Sofia. END SUMMARY.
