¶1. (SBU) The Embassy, with Andrey Shabanov, Counselor of
the Embassy of the Russian Federation in Bulgaria, notified
Desislava Taneva, Mariya Yaneva, and Mariya Delevska of the
MFA Security Policy Directorate that, per reftel, the United
Nations Office on Drugs and Crime (UNODC) is now an official
observer organization to the Global Initiative to Combat
Nuclear Terrorism (GICNT). Our Bulgarian interlocutors noted
that the UNODC was well-positioned to effectively observe
GICNT's efforts. Bulgaria is willing and ready to contribute
to the goals of GICNT, but due to severe budget constraints,
is unable to participate in any activities of GICNT until
¶2010.
