1. (C) On 18 August, EmbOffs delivered reftel demarche to
Elizabeth Konstantinova and Mariya Dellevska of the Security
Policy Directorate at the Ministry of Foreign Affairs (MFA).
Konstantinova said Bulgaria supports the U.S. position and
believes a new IAEA consensus resolution on the Middle East
would enable the conference to address broader issues.
Moreover, the Bulgarian MFA Director for Security Policy,
Elena Poptodorova, recently affirmed Bulgaria's support for a
new consensus resolution in a conversation with the Israeli
Ambassador to Bulgaria. According to Poptodorova, Bulgaria
is in favor of a "more-balanced" approach within the IAEA
regarding Arab-Israeli issues. The Bulgarians did not offer
specific ideas on the text of the resolution, but would be
willing to comment on any proposals.
