SUBJECT: BULGARIA: UNESCO DIRECTOR-GENERAL ELECTION DEMARCHE

REF: STATE 82701

PolOffs delivered reftel demarche to Ambassador Alexander
Savov, Secretary General of the National Commission for
UNESCO, on August 13. Savov strongly advocated for
Ambassador Irina Bokova, Bulgaria's Director-General
candidate, emphasizing her strong managerial skills and
dedication to UNESCO's core principles. He added that the
recently elected government was completely behind her and
lobbying in the EU and in Asia. Savov also said that
Bulgaria supports continuing the historical geographical
rotation scheme, and favors candidates from Europe, Latin
America, and Africa. He specifically mentioned that Bulgaria
would not support Egypt's candidate, Farouk Hosni, explaining
that the GOB preferred less controversial candidates.
