SUBJECT: BULGARIA: SPECIAL 301 IPR ACTION PLAN DELIVERED
(U) On June 17, we delivered USG's special 301 action plan to Yavor
Kolev, head of the Bulgarian Ministry of Interior's Anti Cyber-Crime
Unit. Kolev thanked the USG for the positive 301 Report and for its
support for the anti-piracy unit that he heads. We delivered the
action plan on June 18 to Gergana Tsareva, Director of Licensing and
Registration Directorate, and to Diana Naydenova, Director of
Foreign Economic Policy Directorate, both at the Ministry of Economy
and Energy. Both directors praised the USG efforts to support
Bulgaria's IPR regime through this plan. On June 22, we presented
the action plan to Georgi Damyanov, Director of the Copyright
Directorate at Ministry of Culture. Damyanov said he was positively
surprised to see Bulgaria off the 301 watch-list this year and
stated he hopes to see a reinvigorated IPR Council led by
professional leadership within the next year. We expect that no
major political action on IPR issues will be made before the July 5
general elections and the formation of a new government afterward.
