1. (S) The Government of Bulgaria approves the transfer of
20 Bulgarian manufactured SA-7 MANPADS currently in USG
possession to the Government of Sweden for countermeasures
testing. In a diplomatic note dated June 1, 2009, the GOB
approved the transfer of said MANPADS in response to USG's
request (see reftel.)
Text of the GOB's Response:

2. (S) The Ministry of Foreign Affairs of the Republic of
Bulgaria, Security Policy Directorate, presents its
compliments to the Embassy of the United States of America in
Sofia, and with reference to its Diplomatic Note No. 101,
dated May 12, 2009, as well as in accordance with the terms
of the MANPADS Acquisition and Destruction Agreement between
Bulgaria and the U.S., reached in January 2005, has the
honour to inform the esteemed Embassy that an approval has
been granted by the Bulgarian Authorities for the requested
transfer to take place.
3. (S) The Ministry of Foreign Affairs of the Republic of
Bulgaria, Security Policy Directorate, avails itself of this
opportunity to renew to the Embassy of the United States of
America in Sofia the assurances of its highest consideration.
