The following is Embassy Sofia's revised 2008 End Use Monitoring Report, keyed to items listed in Reftel B. ¶A. Inventory Management End Use Monitoring Report Coordinator: Joslyn Mack-Wilson, Political Officer, 359 2 937 5276, mack-wilsonjg@tstate.gov. ¶B. Inventory System: Post maintains EUM cables listing donated material and its status. ¶C. Staff Member Responsibilities: Rule of Law Specialist, Radostina Mihalkova, completes end use reporting audits, along with PolOff. ¶D. Number of donated items subject to inspection: 101 items were donated to the following entities: (50) National Forensic Institute (27) Ministry of Interior Academy (13) Directorate for Organized Crime (05) Ministry of Justice (04) Local Police Plovdiv (01) Interior Ministry Psychological Institute (01) Regional Appellate Prosecutors Office ¶E. Secondary monitoring methods: Post received reports and discussed the status of INL equipment with host government officials in January 2009 with Ministry of Justice Directorate for Organized Crime and the Interior Ministry Psychological Institute. In May 2009, we held further discussions with the local police in Plovdiv, and the Regional Appellate Prosecutors Office. All equipment in these locations were monitored using secondary methods. Post conducted on-site inspections of the most valuable INL donated equipment located at the National Forensics Institute (NFI) and the Interior Ministry Academy. The staff was cooperative and assisted fully in the inspection process. This accounted for 57 out of 101 items donated to the Bulgarian government, approximately 56 percent of the equipment. See justification in paragraphs G and H for the recommended retirement of a significant portion of items covered by this report. ¶F. Impact on 2008 INL Program: The equipment was donated to the Bulgarian government under prior year INL programs, but remains valuable to the operations of the Bulgarian law enforcement authorities. ¶G. Problems: Post has updated its listing of donated items based on additional information received from INL about past donations. Post recommends that on-site inspections be conducted only at the National Forensic Institute and the Interior Ministry Academy, where the newest and most valuable equipment is maintained. On-site inspections are not recommended at the other locations which have lesser value and more outdated donated items. Post continues to advocate for increased investment in equipment for Bulgarian law enforcement authorities, but recognizes the current political and economic constraints. With pending elections, such investments will likely be the responsibility of the next government. ¶H. Revised Inventory Report: Computer Equipment at the National Forensics Institute: This equipment was donated to the Institute in 2000 and is in use beyond is anticipated useful life. HP Compaq dx6120 MT PC (1) ¶31. HP LaserJet 1320 printer (1) ¶32. HP L 1706 monitor (1) ¶33. IBM PC (1) ¶34. NEC LCD 2180 Monitor (1) Laboratory Equipment at the National Forensics Institute: 35-36. Electronic Balances Mettler(2) These second hand devices were donated to the Institute in 2006. Post is retiring this equipment from its inventory list. The devices are in working order, beyond their expected useful life, and are in use at the Institute's regional laboratories in Montana and Haskovo. ¶37. Polarizing Microscope (1) The second-hand microscope from the 1970s was donated to the NFI in 2007, without an adaptor and lenses. After the NFI provided it with an adaptor and extra lenses, it became operational and was sent to the regional laboratory in Pernik. Post is retiring this equipment from its inventory list. ¶38. Video Spectral Comparator VSC1 (1) This second hand unit was donated to the Institute in 2004. After being replaced by the VSC5000 (See item 23),the VSC1 was transferred to the NFI's regional laboratory in Plovdiv, where it is occasionally used. Post is retiring it from its inventory list. ¶39. Gas Chromatograph (1) The second-hand GC was donated to the NFI in 2005 and later installed in 2006. Post is retiring this equipment from its inventory list. 40-47. Electronic Balances Sartorius (8) The balances were purchased and donated in 2006 and are in good working order and are in use. Four of the balances are in use at the NFI's headquarters, two in its Drugs Analyses division, one in the Physical/Chemical Analyses division and one in the Biology/Toxicology Analyses division. The other four balances were moved to the Institute's regional branches in Sliven, Targovishte, Pernik and Smolyan. ¶48. Gas Chromatograph/Mass Spectrometer (GCMS) (1) The GCMS was purchased in 2004 and is in good working order and is in use. ¶49. Backup power source for GCMS (1) This device was purchased in 2004 and is in good working order and is in use. ¶50. Video Spectral Comparator model VSC5000 (1) This unit was donated to the NFI in 2005. It is in working order and is used in the NFI's operations related to document identification.
