Singapore views the outcome of the P5 1 talks with Iran in Geneva on October 1 as a positive development and hopes Tehran will follow through with concrete steps toward fulfilling its commitments to comply with NPT, UNSC and IAEA obligations. Singapore intends to continue to work with the international community and to talk directly to the Iranian government to persuade Iran to positively resolve issues related to Iran's nuclear program. End Summary. ¶2. (C) Econ/Political Counselor delivered reftel points to the Ministry of Foreign Affairs Deputy Director, International Organizations Directorate, Chin Siew Fei on October 5. Chin, who was instrumental in getting Singapore to block a Non-Aligned Movement consensus on Iran's proposal to ban military strikes on nuclear facilities at the recent IAEA General Conference, expressed appreciation for the briefing, saying it was important for the U.S. and Singapore to keep each other informed on the Iran nuclear issue. Singapore saw the outcome of the P5 1 talks as a "positive development," Chin said, adding that the revelation of existence of the uranium enrichment facility at Qom may have added pressure on Tehran to be more cooperative. Chin was aware of Director General El Baradei's visit to Iran and said Iran's agreement to allow IAEA access to the Qom facility could be seen as a positive, concrete step by Iran, however, the international community needed to assess the actual cooperation the IAEA inspectors will receive before assessing how well Iran is following through. ¶3. (C) Singapore looks forward to continuing to cooperate with the international community on the Iran nuclear issue, Chin stated. She said Singapore will also continue to raise the need for Iran to comply with its international obligations in Singapore's direct (read: private) talks with Tehran.
