SUBJECT: IAEA GENERAL CONFERENCE - DEMARCHE DELIVERED ON
MIDDLE EAST ISSUES
REF: SECSTATE 94890
Classified By: EP COUNSELOR JOEL EHRENDREICH FOR REASONS 1.4 (B + D).
(C) Poloff delivered reftel demarche points urging Singapore
to support efforts to achieve consensus on a single Middle
East Resolution during the upcoming International Atomic
Energy Agency (IAEA) General Conference to MFA Counter
Proliferation and International Security Desk Officer Melissa
Ong in a September 14 meeting. Poloff also urged Singapore
to vote against the divisive Israeli Nuclear Capabilities
Resolution, should efforts fail to achieve consensus on a
single Middle East Resolution. Ong was unable to provide any
substantive response during the meeting but said she would
report our requests up her chain of command and would reply
when an official answer was available. Ong noted that
Singapore's representative to the IAEA, CHIN Siew Fei, has
already made contact with the U.S. IAEA delegation in Vienna,
and suggested that with the General Conference scheduled to
begin today, the U.S. delegation seek to liaise directly with
Chin.
