(SBU) MFA 2nd Permanent Secretary Bilahari Kausikan will
serve as Singapore's "Sherpa" to the Global Nuclear Security
Summit prep meetings, MFA IO Deputy Director Chin Siew Fei
informed us. Chin confirmed that Perm Sec. Kausikan will
attend the December 3-4 Sherpa meeting in Tokyo and that she
will accompany him. Chin noted that Singapore still hopes to
be allowed to bring one additional official from another
agency to the Tokyo meeting, and that she is in direct
communication with NSC WMD Terrorism and Threat Reduction
Senior Director Holgate regarding the issue.
