1. In response to reftel, Ham Jeong-han of the Development
Cooperation Division on June 19 said that from the ROK's
total USD200 million pledged at the Tokyo Donor Conference,
USD80 million in soft loans and USD3 million in grant aid are
scheduled for release in the 2009-2010 fiscal year, but the
release cannot occur until after a ROK-Pakistan meeting where
they will select the projects for funding. Ham said the
ROK-Pakistan meeting likely would occur in September, at the
earliest. The Ministry of Foreign Affairs and Trade (MOFAT)
and the Korean Overseas International Cooperation Agency
(KOICA) will administer the grant aid, while the Ministry of
Finance and Planning will administer the soft loan aid.
2. The ROK's pledge is structured in the following way:
-- Total Amount: USD200 million
-- Characteristics: USD180 million soft loan; USD20 million
grant aid
-- Yearly plan:
2010: USD83 million (USD80 million soft loan/USD3 million
grant aid)
2011: USD67 million (USD60 million soft loan/USD7 million
grant aid)
2012: USD50 million (USD40 million soft loan/USD10 million
grant aid)
-- Grant aid priority assistance areas: human resources
development, education, health, and government capacity
building
-- Projects for both grant aid and soft loans are selected
jointly.
