¶1. (C) PolOff delivered reftel diplomatic note and human
rights pledge to the ROK Ministry of Foreign Affairs and
Trade (MOFAT) Human Rights and Social Affairs Division on
April 16. Second Secretary Jung Jin-ho reaffirmed the ROKG's
"unconditional support" for U.S. membership in the UN Human
Rights Council. U.S. participation in the UN HRC was "very
important." A member itself, the ROK looked forward to
working with the U.S. in the UN HRC. A diplomatic note from
MOFAT expressing the ROKG's support for U.S. membership would
be delivered to Embassy Seoul soon.
