1. (C) The Ambassador called on ROK National Security
Advisor Kim Sung-hwan on March 30 and conveyed reftel points.
Kim, limiting his remarks to Afghanistan, said that the
United States had done a thorough review of the on-going
challenges in Afghanistan and that ROK Foreign Minister
looked forward to the conference in the Hague on March 31.
Undoubtedly, the ROK would continue to contribute toward
stabilization of Afghanistan. As of now, the ROK assistance
consisted of a medical clinic, a vocational training center,
police trainers and police equipment. However, a broader
package was under consideration, which could take some time
to finalize. President Lee Myung-bak would be prepared to
discuss Afghanistan issues with President Obama in London,
Kim said. The Ambassador said that SR Holbrooke would be in
Seoul on April 16 and that this was another opportunity for
Korean officials to discuss the outlook for Afghanistan and
Pakistan and the type of assistance needed to help stabilize
the two nations.
2. (SBU) Separately, POLOFF on March 30 delivered the reftel
points to Kim Hyon-Du of the ROK-U.S. Security Cooperation
Division in the Ministry of Foreign Affairs and Trade. Kim
said that the ROKG was still reviewing the conclusions of the
report and did not have an official reaction at this time.
However, Kim noted, Foreign Minister Yu Myung-hwan would
participate in the Hague Ministerial on March 31 where he is
expected to reaffirm the ROKG's support for Afghanistan.
