Econoff discussed reftel demarche with Kim Seung-tae, Deputy
Director of the International Organization Division in the
International Finance Bureau of the Ministry of Strategy and
Finance (MoSF). Kim initially redirected our demarche to the
Kyun Jong-ho, Senior Deputy Director of the Economic
Organization and Environment Division of the Ministry of
Foreign Affairs and Trade (MOFAT). Following some confusion
over responsibility for the issue, Kim told us that the ROKG
position would be decided by the ROKG's Asian Development
Bank (ADB) Director, Kim Kyung-ho. He further identified Kim
Jae-hoon as a staff level at the ROKG delegation to the ADB
and suggested that U.S. ADB staff coordinate directly with
