SUBJECT: ROK REQUEST TO HOLD UAV TECHNICAL CONSULTATION

(S) On March 12, poloff received the following notification
of the ROK's request to hold technical consultation regarding
an unmanned aerial vehicle (UAV) from Kim Hyon-du of the
ROK-U.S. Security Cooperation Division of the Ministry of
Foreign Affairs and Trade.
BEGIN TEXT:
As has been notified to the USG, the ROKG has performed the
6th flight test for Haeseong-II since its first flight test
in September 2007. In accordance with the ROKG's new missile
guidelines, the ROKG determines that it is time to hold a
technical consultation regarding the Haeseong-II with the
USG.
As such, the ROKG would like to inform the USG of the ROKG's
intention of holding a technical consultation and is looking
forward to a prompt response from the USG.
- Name of the UAV: Haeseong-II
- Capacity of the UAV: Technical information provided before
the first flight test will be updated during the consultation.
- Desired date of consultation: April 2009
- Further schedule of the UAV: Production is planned to
commence in 2010.
