1. POLOFF on January 8 presented the information in reftel A
to Key Cheol Lee, Deputy Director-General of the Overseas
Koreans and Consular Affairs Bureau, and Hyung-hwa Cho of the
Security & Counter-Terrorism Cooperation Division, both
within the Ministry of Foreign Affairs and Trade. Please
note the following:
-- Deputy Director-General Lee will join the ROK delegation
attending the meeting. The ROK delegation now consists of
three persons, Ambassador Oh, Deputy Director-General Lee,
and Cho. Ambassador Oh remains the head of delegation
(reftel B).
-- Lee asked why the U.S. delegation was not hosting the
reception and how the United Kingdom received the opportunity
to host the reception.
-- Lee thought that the start time for the introductory
comments (0830 AM) was too early.
-- Reftel C presented a proposed meeting sequence that
included a review of the proposed Contact Group on Somali
Piracy (CGSP) Statement of Principles, however there is no
mention in the meeting's agenda of the review and the
communiqu appears, in advance, to outline what could be
considered a statement of principles. Will the CGSP formally
adopt a Statement of Principles at a later date or is the
communiqu the Statement of Principles? Lee indicated that
the ROK delegation will follow up on this question during the
meeting.
