1. (C) Poloff delivered reftel demarche on December 23 to
Park Chi-young of MOFAT's International Security Affairs
Division, notifying the ROKG that the U.S. intends to request
the UN 1267 Sanctions Committee to add Yemen-headquartered
al-Qa'ida in the Arabian Peninsula (AQAP) and two of its
leaders, Nasir al-Wahishi and Ali al-Shihri, to the
Committee's list of individuals and entities associated with
Osama bin Laden or its members of the Taliban or al-Qaida,
and seek ROK co-sponsorship of the listing.
2. (C) Noting the AQAP attacks against South Korean citizens
in the past, Park stated that the ROKG "would most likely
support such an initiative," but explained that MOFAT would
have to confer with other relevant ministries before an
official decision could be made. Park said she will convey
any ROKG actions undertaken as a result of the UN 1267
listing in the near future and agreed not to disclose,
publicly or privately, the proposed 1267 Committee listing.
