¶1. (C) On November 20, Poloff delivered reftel demarche
concerning the U.S. rationale for a third Subsidiary Body
(SB) to Park Young Hyo, Deputy Director, Disarmament and
Nonproliferation Division, Ministry of Foreign Affairs and
Trade. Park stated that Deputy Minister Oh had already been
informed of this proposal and he would seriously consider it.
The only concern from the ROK side was how to get
cooperation and consent from countries that are members of
the Non-Aligned Movement (NAM). Park affirmed that the ROK
would work closely with the U.S. on this issue.
