1. (S) On November 16, Post received notification from the
Ministry of Foreign Affairs and Trade (MOFAT) that the ROK
planned to test the Haesong-II UAV on November 19, 2009. The
text of the notification is below:
2. (S) "In accordance with the ROK's New Missile Guidelines
adopted on January 17, 2001, the ROKG would like to provide
the USG with the relevant information on the planned test
flight of a UAV as follows:
(a) Name of the UAV: Haesong-II
(b) Notification category: Part 3 of the Guidelines
(c) The 10th flight-test date/place: November 19,
2009/Anheung Proving Ground"
3. (S) In light of the POTUS visit scheduled for November 19,
Post requested that the flight test be delayed by one day.
After consulting with the Ministry of Defense (MND),Park
So-yeon, MOFAT ROK-U.S. Security Cooperation Division,
confirmed that the new date of the flight test will be
Friday, November 20, 2009.
