1. (U) In response to reftel, POLOFF contacted Deputy
Director Lee Kyeo-kyeong of the UN Division of the ROK's
Ministry of Foreign Affairs and Trade. According to Lee, the
ROKG supports the overarching principle that consultative
status to non-governmental organizations (NGOs) be "granted
without prejudice" by the UN Economic and Social Council
(ECOSOC). Lee affirmed that the ROKG would most likely
support a vote that grants ECOSOC consultative status to the
DCP (Democracy Coalition Project). Regarding Dynamic
Christian World Mission Foundation (DCWF),Lee requested more
time to confer with ROK Embassy in China about DCWF's
background and activities before making a final determination
on ROKG stance towards DCWMF,s referral back to the NGO
Committee. MOFAT also shared that the ROKG agreed that
membership disclosure is not compulsory for consultative
status and that it is likely that the ROKG will respond
positively to a vote that sends DCWMF back to the NGO
Committee if the disclosure of membership (see reftel) is the
only issue surrounding the DCWMF's application.
