1. (S/NF) The Ambassador met on July 15 with Chairman of the
Council of Ministers Nikola Spiric to deliver a diplomatic
note urging the Bosnian Government to focus immediately on
resolving the case of Guantanamo detainee Sabir Lahmar and
accept his return to Bosnia. The Ambassador noted that he
and Deputy Secretary Steinberg had spoken with Spiric about
this issue at the international conference in Dubrovnik on
July 10, and added that Lahmar's case had particular urgency
because the U.S. courts will be addressing this matter in
July.


2. (S/NF) Spiric said he would raise the issue with Justice
Minister Colak in a Council of Ministers meeting on July 16
and ask him to develop a concrete plan before the July 21
meeting of the Council of Ministers, when Spiric would bring
the issue to a vote. The Ambassador said he would be happy
to speak with other Ministers this week if this would help
resolve the issue, and Spiric said that he would call the
Ambassador after the July 16 meeting to let him know if there
were any ministers he could usefully lobby. Spiric added,
without elaborating, that he had received information that
lawyers for Lahmar are now resisting a transfer to Bosnia
because they are concerned that Lahmar might be deported from
Bosnia to Algeria.
