STATE 16118 Per Ref A, we delivered points regarding US judge Mark Painter's bid for a seat on the UN Appeals Tribunal to Sanela Papa in the Human Rights Division at the Ministry of Foreign Affairs on February 27. Papa said that she had initially recommended to Foreign Minister Sven Alkalaj that Bosnia support U.S. Judge Marilyn Kaman's candidacy, but recently learned that Judge Kaman had withdrawn her candidacy. In light of this development, Papa said she recommended that Bosnia back Judge Painter. Papa noted that she expects Foreign Minister Alkalaj to decide on the matter and for Bosnia's UN Mission to receive instructions by Monday, March ¶2. ENGLISH
