1. (U) Embassy received on August 13, 2009 a diplomatic
note from the Secretary of State of Foreign Affairs seeking
support for the Dominican Republic's candidacy to the Postal
Union of the Americas, Spain, and Portugal (UPAEP). The
elections will take place August 17-21, 2009 at the UPAEP
congress in Santiago, Chile. In exchange for USG support,
the GODR offered to support the USG's candidacy to the World
Health Organization's (WHO) Board of Directors. Elections
for the WHO positions will take place at the end of 2009.
