1. (SBU) Econ/poloff delivered ref demarche on September 25,
2009 to Waldemar Coutts, Deputy Director, and Mauricio Hurtado,
Counselor, at Chile's Ministry of Foreign Affairs Office of
Environment, Antarctic, and Maritime Affairs (MFA/DIMA). Hurtado
explained MFA/DIMA needs to coordinate with Chile's Environmental
Protection Agency (CONAMA) and the Ministry of Health regarding
Chile's response. He promised to report any comments within two
weeks.
2. (SBU) Hurtado said it would be helpful to know how other
countries-especially developing ones-had responded to the proposal,
and USG contacts whom Chile could contact in Egypt for the Montreal
Protocol Meeting of the Parties (MOP) in November in case the two
parties need to discuss late-breaking developments.
