(SBU) On March 16, before Embassy had been able to reach out
to Russian Embassy to make arrangements for joint delivery of
reftel demarche, Russian Counselor Vladimir N. Koptev phoned
Poloff to report that he had already contacted the Chileans
on this matter. According to Koptev, South Korea had already
reached out to the MFA about the April 14-16 meetings. The
MFA indicated that they will ask their Embassy in Seoul to
send a representative but was not yet certain if they would
attend.
