GENERAL'S PUSH FOR AUTHORITY TO INITIATE ARBITRATION AGAINST THE US
GOVERNMENT

Econoff delivered reftel demarche to Dr. Tomas Campos Villafuerte,
Director of the Electricity and Telecommunications Regulator (SIGET)
on July 6. Campos confirmed that the GOES was aware of the upcoming
International Telecommunications Satellite Organization (ITSO)
meeting in Rome and that the Salvadoran Ambassador to Italy Jose
Roberto Andino Salazar would be attending. However, he stated that
the GOES was unaware of the ITSO Director General's efforts to
initiate an arbitration case against the U.S. Econoff explained
U.S. concerns and provided a non-paper. Campos stated that he will
support the U.S. position and transmit this position through the
Foreign Ministry to the Salvadoran Ambassador to Italy.
