(SBU) Elmer Charlaix, Private Secretary to Salvadoran President Antonio Saca, told PolCouns April 15 both the President and President-elect Funes would attend the SICA meeting with President Obama Sunday, April 19 on the margins of the Summit of the Americas. Charlaix said when the Nicaraguan First Lady called to relay the invitation she indicated Funes would be Saca's "plus one." He said if Saca could bring another participant it would be Foreign Minister Marisol Argueta de Barillas. After WHA/CEN confirmed that Saca and Funes are being treated independently and each can be accompanied by a "plus one," we told Charlaix that FM Argueta should plan to participate. ¶2.
