Post delivered reftel demarche on February 20 to Nestor
Herrera, El Salvador's Focal Point for the Cartegena Protocol
for Biodiversity from the Ministry of Environment and Natural
Resources. Herrera was unaware of the February 23-27 "Group
of Friends" meeting in Mexico City and does not expect El
Salvador to participate in this meeting. The Environmental
Affairs Office in the Foreign Ministry also confirmed that El
Salvador did not receive an invitation to the meeting in
Mexico. Herrera declined to comment on El Salvador's views
but promised to consider U.S. concerns when the draft
proposal is raised in other fora.
